Should the crawl space be vented or sealed?
The vented approach treats the crawl as outdoor space: vents stay open, insulation goes between the floor joists overhead, and the ductwork and pipes down there are insulated on their own. It is cheaper and it is the conventional retrofit. Its weakness is that batts overhead are hard to keep in continuous contact with the subfloor, and any that sag leave an air gap that undoes much of the point.
The sealed approach treats the crawl as part of the house: vents are closed, a continuous vapour retarder covers the earth and turns up the walls, insulation goes on the perimeter walls instead of overhead, and the space gets a small amount of conditioning. It performs better, particularly where ducts run through the crawl, because it brings them inside the thermal boundary rather than leaving them in an unconditioned space.
The 2021 IRC sets conditions on the sealed version rather than leaving it to preference: a continuous Class I vapour retarder over exposed earth, plus continuously operating mechanical exhaust, conditioned air supply, or dehumidification. A crawl space that has simply had its vents blocked and nothing else meets none of that and is a moisture problem waiting to happen.
Scope here is retrofit work on homes that are already built and lived in: assessment, removal where the existing material has to come out, air sealing, and installation. New construction runs on a different process and is normally handled through the builder — and it is worth knowing that Atmos excludes residential new construction from these rebates outright, so a new build does not have this money available to it in the first place.
What has to be fixed before any insulation goes in?
Water, in that order of priority. Bulk water first — grading that runs toward the house, downspouts discharging at the foundation, a plumbing leak. Then ground moisture, which is the slow, invisible kind: bare earth in a crawl space releases moisture continuously, and that is what is behind the musty smell far more often than anything growing on the joists.
Insulating over an unaddressed moisture source is the classic expensive mistake in this part of the house. Fibrous insulation that gets damp loses most of its R-value and holds the moisture against wood. The sequence is water management, then vapour retarder, then insulation, and a quote that skips straight to the third step is quoting the easy part.
Two other things get checked while somebody is down there, because the access cost is already paid: whether the ductwork is intact and connected, and whether the rim joist above the foundation wall has ever been sealed. Disconnected ducts in a crawl space are common and are the largest single loss anyone finds down there. The rim joist is usually the leakiest line in the whole house.
What does the work cost, and how does the rebate treat it?
Cost tracks approach and condition, and the two paths are genuinely different projects. Insulating the floor overhead in a dry, accessible crawl is modest work. A full seal — clearing debris, laying and sealing a continuous vapour retarder, insulating perimeter walls, and adding a conditioning path — is a substantially larger job, and any water management needed first sits on top of it. No Greeley-specific published price exists for either, and the regional range is too wide to be useful without a scope.
The rebate side is published and unusually favourable here. Atmos rebates crawlspace or basement insulation at 75% of project cost up to $1,325, which is the second-largest cap in its residential insulation program, behind only the attic. The vented approach falls under floor insulation at 75% up to $1,150. Either way the rebate is a percentage of what you actually spend rather than a flat token.
One caution on sequencing that costs people money: the application is due within 60 days of installation. On a crawl space job that splits into a water-management phase and an insulation phase weeks apart, it is the insulation date that starts that clock, and it is worth confirming who is tracking it before the first crew leaves.

How long does it take?
Insulating the floor overhead in a clean, accessible crawl is often a single day. A full seal with a vapour retarder and perimeter insulation is usually several, and any water management or debris clearing beforehand adds to that. Low clearance slows everything down more than square footage does.
