How does this checker decide what to show you?
It applies the same rules the rebate hub documents, in a deliberate order. Income eligibility is evaluated first, because if the state weatherization program covers you the work is free and nothing else on the page matters as much.
Next it estimates whether your attic is likely to start below R-20, using build era and what you can see from the hatch. That threshold comes from the Atmos attic rebate, which is the published program for the towns Atmos serves; it is used here as a general proxy for whether an attic is worth measuring, because the checker does not ask which town you are in and gas territory across this service area is split — Atmos Energy in Greeley, Evans and Eaton, and Xcel Energy in Johnstown, for most of Milliken, and for most locations in Severance. That is an estimate, not a determination — a measurement is what actually settles it, and the rebate application needs the measured value anyway.
The electric utility's program is surfaced only if you heat electrically, and always with the caveat that its eligibility rule comes from filings several years old and that its amounts change on the utility's schedule, not ours. Why does it ask about income before anything else?
Because if you qualify for the state weatherization program, the work is free, and that is a better outcome than any rebate on a paid invoice. It would be easy to bury that option and route everyone toward a paid project. Leading with it is the honest ordering even though it costs lead volume.
Why does it not ask who supplies my electricity?
Because that could not be established reliably for this area from primary sources — state utility-territory records return overlapping boundaries for more than one provider on data several years old. Asking a question whose answer this site cannot correctly interpret would create false confidence. Your bill is the authority if you need to know.
Why does it not tell me a dollar amount?
Two reasons. A gas-utility insulation rebate is typically a percentage of your project cost with a cap, so the amount depends on a quote that does not exist yet, and it depends on figures the utility states are subject to change and available only while funding lasts. Second, the checker does not ask which town you are in, and the gas utility is not the same company across the towns this site covers — Atmos Energy serves Greeley, Evans and Eaton, while Xcel Energy is the gas utility in Johnstown, for most of Milliken, and for most locations in Severance. Printing one company's amount would be quoting the wrong utility to some readers. What the checker can tell you honestly is whether you are likely to clear the qualifying threshold, which is the part that decides whether it is worth measuring.
It said I might be above the threshold. Is that bad news?
It is usually good news — it means your attic already has meaningful insulation. The air sealing rebate has no starting-R-value threshold, so that route is generally still open. A measurement will settle which side of the line you are actually on.
