Can a finished wall be insulated without opening it up?
Yes, and that is what dense-pack retrofit is. Access holes are drilled between the studs — from outside where the siding allows it, from inside where it does not — and loose material is blown in under pressure until the cavity is packed tight enough that it will not settle into a void at the top. The holes are patched. Drywall stays up.
Density is the whole craft. Under-packed cavities settle and leave an uninsulated strip along the top of the wall, which is the failure you will not see and will feel every winter. Properly dense-packed material resists settling and slows air movement through the cavity as well as conducting less heat. This is genuinely a skill question rather than an equipment question, and it is the right thing to ask a contractor about.
The honest limitations: the cavity has to be reachable and more or less empty. Fire blocking, previous partial insulation, balloon framing, and hidden obstructions all complicate the work, and none of them is visible from the kerb. Brick veneer and some stucco assemblies push the access inside. What decides feasibility is an inspection, usually with a borescope through one test hole.

How do you know whether your walls are empty?
Three checks, in increasing order of certainty.
